I have a character approaching their first birthday, (11 months) and now there is a second birthday celebration with new minis. Would I be able to get one of the new minis, or that reserved for my second birthday?

You will get a year 1 birthday present for that character. The 2 year birthday presents are only given to players that turn 2 years old. If you wanted a year 2 present, you would have to trade for one.
